To Be Kept At Arm's Length
This is not to say that Akira has or intends to have any form of 'enemy' amongst those who he would come to meet throughout his lifetime, alternatively however this will in no way mean that he would automatically treat those he does meet as an instant 'friend' either.
More that he will be the sort to treat others with a sense of neutral caution and be prepared to expect the majority of possible outcomes, for who knows what lies ahead and what one could expect of a situation? Especially when there were so many paths that would lead to the same (or different) end with a variety or different scenario's along the way.

To Be Kept Close
Now, this is reserved for those that Akira has allowed himself to get close to and in some manner would consider such individuals to be friends or acquaintances - whatever the situation may suitably dictate for each individual - it will come to vary just in what regard such people will be held.
However regardless of such any who will find themselves here will find themselves one who will always be willing to offer whatever aide they be in need of and one who would be willing to do anything within his capabilities to help those who ask even if there may be some risk to himself as a result.

If it does then this is for that individual who would be considered too valuable to Akira to want to let go, call this him being potentially overprotective or possessive however there will be a part of him that will not be able to help such a thing while alternatively this is just being a part of him.
